The Balkan correspondent of the Times says that Constantinople is threatened with, famine. The majority of Christians are reduced to extreme misery, and traders are compelled to close and forced to give up all their money. Appeals are useless, as Mahommedans' testimony is accepted before that of Christians. Terrorism - is rampant. Almost all foodstuffs are, ticketed. The Russian advance in Asia Minor is driving refugees to Constantinople, where provision stocks are diminishing and deaths from starvation oe- ; cur daily. Business has been forced to a standstill and prices have increased to twenty times the normal amount: The regularly salaried Germans live extravagantly, incurring the hatred of, the unpaid Turkish officials.
