Mr Lansing (Secretary of State) in reply to a question, confirmed the decision not to convey Count Bernstorff's warning to the Neutrals. 'He never heard of a merchantman seeking to approaching a submarine on the high seas until Bernstorff's warning.. It was not insinuated that the British habitually did s 6 and he never credited the German reports with that effect. OBSERVANCE OF NEUTRALITY. INSTRUCTION TO GERMAN CITIZENS IN THE STATES. Count Bcrnstorfr, acting on instructions from Germany, has issued a warning to all German citizens to scrupulously observe the American laws, particularly those governing Neutrality.
