. MORE GROUNDS FOR DELAY. THE SUBMARINE QUESTION LIKELY TO BE RE-OPENED. (Received 11.50 a.m.) Washington, May 16. Germany, in the Note presented to Secretary Lansing, wants the Neutral Governments to observe (1) That merchant ships flying neutral flags must obey International law when stopped by German submarines, and (2) that they will incur danger if they should turn their ships in the direction of a submarine. The point involved is likely to re-open the wholesubmarine question.
