It is reported that Air Gerard’s despatches indicate that Germany will make certain concessions; but it is difficult to find a way to satisfy the United States without arousing the German public.
THE VON ICEL PAPERS. SENSATIONAL EVIDENCE OF GUILT. (Received 11.55 a.m.) Washington, April 25. The Von Igel papers are believed to contain documents proving that Germany had made efforts to stir up insurrections in Mexico and anti-American i,.cling in Japan, with the object of embroiling the United States, which would thereby be unable to furnish munitions to the Allies. Ten thousand names and addresses of pro-Germans in the United States who were willing to act as German agents were discovered. t I
