(Received 9.10 a.m.) Washington, April 6. Despite press criticism, the Administration refuses to take any definite action in the submarine controversy with Germany except to seek further information. The press is also criticising Villa's escape from his American pursuers in Mexico, pointing out that the invasion is now simply futile. A STRONG RESOLUTION. Paris, April 5. The American Chamber of Commerce here has cabled President Wilson that Germany, in her defiance of the opinions of mankind and the violation of every principle of humanity, is like an assassin in the night. She has treacherously and without notice struck down unarmed merchant and passenger ships, sending scores of helpless men and women and children to their doom. The resolution continues: "On behalf of humanity, we demand that this intolerable situation shall cease. On behalf of our murdered and maimed fellow citizens aboard the Englishman and the Sussex we protest against the continuance of diplomatic relations with a Government whose blood madness, ferocity, and lawlessness has brought itself into the execration of the whole civilised world."
