Semi-official:—The withdrawal of Serbian, Montenegrin, and Albanian troops from Albania hag been completed, and the Italian brigade at Durazzo embarked. ROUMANIAN POSITION. QUARTER OF A MILLION MEN ON WAR FOOTING. INTERVENTIONISTS POPULAR. FILIPESCU'S SECRET MISSION TO PETROCRAD. (Received 8.5 a.m.) Bucharest, February 27. The first line of the army, a quarter of a million, is being fully trained on a war footing. The influence of the interventionists is growing daily, and many prominent Socialists and Democrats have joined the war party, M. Filipescu hag gone to Petrograd on a secret mission.
