It is reported that Germans and German sympathisers and some residents of Canada are hound by oath.to assist
some secret project to work destruC' tion in Canada. When the time comes it is claimed that a vessel which is being fitted at Lake Erie will raid, the Canadian ports.
CONTINENTAL ARMY OPPOSED
1 WAR SECRETARY RESIGNS.

Mr Garrison, the War Secretary, and Mr. Breckenridge, ins assistant, have resigned. Their action is due to a large majority of the Congress opposing the scheme for an army on Continental lines.
STRONG PRESS COMMENT
London February 11
The New York Tribune says that when the public understands that Pres ident Wilson has betrayed them by the acceptance of German "scrap of paper" permitting Americans to live on the high seas subject to German pleasure,' their indignation will be destructive.
