AMERICA AND ARMED MERCHANTMEN. NO GUNS TO BE CARRIED. NOTIFICATION TO EUROPEAN GOVERNMENTS. [Unit*d Pbrbi Abbooiatxon.l (Received 9.55 a.in.) Washington, January 28. Tlie United States Government has notified all European Governments that merchantmen in future must not carry any armaments, and if guns are aboard the merchantmen will be denied entrance to American ports.
