PENALTIES. The winner of any fiat race after the declaration of weights to carry 71b penalty, and for every additional race a further penalty of 71b, or, if he thinks lit. the hendicapper may rehandicap the winner of any race after the declaration of weights. Owners shall be responsible for the accuracy of the weights to be carried by their horses, (Rule XIX-11). DEFINITION OF A HACK (FLAT AND HURDLE RACES). No horse shall start in any Hack Flat Race which has at any time prior to the time of entry, w T on a race of the value of £l5O to the winner or races to the aggregate value of £4OO to the -winner, nor in any Hack Hurdle Race or Steeple- , chase which has at any time prior to ' the time of entry, won a race of the value of £l6O to the winner, or races of the' aggregate value of £4OO to the winner.
