PENALTIES. The winner of any fiat race after the declaration of weights to carry 71b penalty, and for every additional race a further penalty of 71b, or,-if he thinks fit, the handicapper may rehandicap the winner of any race after the declaration of weights. Owners shall b© responsible for the accuracy of the weights to be carried by their horses. (Hole XIX-11). DEFINITION OF A HACK (FLAT AND HURDLE RACES). No horse shall start in -any Hack Flat P-ace which has at airy time prior to the time of entry, won a race of the value of £l6O to the winner or races to the aggregate valu§ of £4OO to the winner, nor 'in any Hack Hurdle Race or Steeplechase which has at any time prior to the time of entry, won a race of the value of £l6O to the winner, or races of the aggregate value of £4OO to the winner.
