A CHINESE MONARCHY
SUSPICION GROWING IN JAPAN. United Pkebs Association. Pekin, November 1. A Japanese Note says that the Chinese monarchy proposition is generally received with suspicion. Prominent Chinese state that the monarchical propaganda lias reached a stage from which it is impossible to recede, or to postpone. A rigid censorship has been established throughout China. The lull toxt of the Japanese statement emphasises the pacific working of China's Republican constitution, and says that the movement recently 'set afoot for a constitutional change 'appears to have taken a rapid turn to'wards realisation. Every possible effort should be made to prevent the addition of fresh complications to the European Avar. Although, apparently, there is no great internal opposition to the restoration of monarchy, 'Japan's careful observation shows that 'these appearances arc more superficial! than real, and there is a strong undercurrent of opposition. .
I Japan poiuts out that Yuan Shi iKai's administration brought tranquility and if Yuan resolves to maintain i lie status ijuo iu good order ho will soon bo firmly established.
