Fear is entertained that the Germans are planning to traverse Servia and Bulgaria to relieve the Turks.

ROUMANIAN FINANCE. London. August.. 10. Le Petit Parisien states that the Roumanian Cabinet has approved of an extraordinary credit of four million sterling for military purposes. The Roumanian Minister has been called home for consultation.
