NAVAL AND MILITARY ACTIVITY FORECAST OF THE PROGRAMMES [United Press Association.] (Received 9.5 a.m.) Washington, August 8. A forecast of the naval programme states that provision will he made for four super-Dreadnoughts, probably of the Queen Elizabeth type, two battle cruisers, 100 submarines, and many destroyers, while the naval personnel will be increased by eighteen thousand. The 'Army programme proposes 420,000 regulars and militia, with equipment of one million men.

In defiance of President Wilson’s neutrality proclamation, tens of thousands of German-Americans demonstrated iu processions,gorgeously celebrating the occupation of Warsaw.

President Wilson, like Britain, is the heads of the Army and Navy, drawing up the measures for presentation to Congress. The Assembly of Congress is likely to be an historical event.

President Wilson .like Britain, is opposed to militarism, but he agrees with Mr Roosevelt’s view regarding European events, that if America is not prepared to back her policy byforce when necessary, she would be as powerless as China.
