GERMAN CHANCELLOR'S RUSE FAILS BADLY. United Pittas Association (Received 9.35 a.m.) Amsterdam, July 26. Chancellor Von Bethniann Hollweg at first published extracts from the American Note, accompanied by a semi-official statement insisting on the correctness and politeness of the Note. The manoeuvre, however, tailed,, and the complete text produced an explosion of anti-American sentiment. The newspapers and the public are almist unanimous in favouring Admiral Yon Tirpitz's policy of ruthless submarining.

BRITAIN'S REPLY TO NOTE.

Britain, replying to the American Note of March 30th against an Order-in-Council restricting neutral eom- • merce, holds that its actions are within international law, although it admits they may involve new applications of legal principles.
