A United Press Association s message from Berlin states that Ueimany’s reply indicates that she does not desire to jeopardise neutrals’ interests. and re-echoes President Wilson’s suggestion that Britain should modify her policy and enable foodstuffs to enter Germany. .The repfy declares that Germany was probably misinformed regarding the arming of the Lusitania, and expresses willingness to negotiate with ashington for the protection of passengers, but will not relinquish submarine warfare, which they regard as an effective weapon.
