He points out that when defeat is impending over Germany the intervention of the United States will be sought to
soften her fall. He protests against utterances in a section of the British press advocating the intervention of the United States when the peace plenipotentiaries are about to assemble, and says that only pro-Germans could hint that the United States could either expect or claim to have any part in the settlement at the end of the war.
