The Tiirlcs are hastily fortifying their positions at Wivaspaba, near Adrianople. Bulgarian merchants complain that goods passing through Adrianople are systematically looted or are requisitioned by the Turks. It is reported from Bucharest that the German. Austrian, and Turkish Legations are offering large p'-ices for ammunition, petrol, an I cattle for Turkey.
