The Italian declaration is responsible for a calmer feeling in Germany towards America. Ihe reply will be of the friendliest, and every effort will he made to avoid trouble. Submarines have been instructed not to sink American vessels. THE LOSS OF THE NEBRASKAN, Washington, May 27. The news of the torpedoing of the Nebraskan caused a big sensation in official circles. President Wilson has instructed the Department to cable Mr Gerard (Ambassador in Berlin) and Mr Page (Ambassador in London) for full reports. The Nebraska was carrying coal for the American fleet.
