Messages through neutral countries predict Germany will not accept President Wilson’s demands, hut courteously and firmly roply justifying the sinking of the Lusitania and declaring there was only one torpedo, the second explosion occurring among war munitions. The Lusitania woidd not have been sunk unless she was carrying explosives. Germany throws the responsibility on England, and also on the American authorities for permitting passengers on hoard a Vessel loaded with explosives. Germany declares that she will persist and not change the blockade, hoping America will understand the necessity for this.
