ITERNATIOMAL TREATIES. GERMAN AND AUSTRIAN SOCIALISTS CONFER SOME "MEATY"' RESOLUTIONS. Unithti Phkbb Association (Received 9 a.m.) London, April 22. The newspaper "Yor.vaerts" has announced that a conference was held between German and Austrian socialists at Vienna, when it seas agreed that the follovhig guarantees must be secured after the \m:.v. "That international arbitration courts must be developed into obligatory tribunals for settling the difficulties of nations.
"That treaties and agreements of states must be subject! to democratic parliamentary control by representative assemblies.
"That international treaties for the limitation of arm.xnvj its must be agreed upon with a view to disarmament , right away. "That the rule that every nation determine her own destiny must bo recognised. "And the fact thai Socialists are belligerents defendi-ig their own country must not be made a lairier to maintaining international relationships between Socialists. '
