ACT OF ARBITRARY VIOLENCE.

The Times, in a leader on “Bullying Holland,” says we are in the presence of deliberate German attempts to apply the principle of frightfulness to neutral, and especially to Dutch shipping. The Dutch Press rightly observes that the German blockade practised against England is far beyond any action of Britain against neutrals trading with Germany. Can Germany’s intention be to goad Holland’s attitude of settled hostility towards Germany? We fail to perceive what advantage the Germans hope to derive therefrom. Feeling in Holland is greatly perturbed by the sinking of the Medea, which is described as an act of arbitrary violence demanding complete compensation from Germany.
