PUBLICATION FORBIDDEN NO NEWS OF WAR PREPARATIONS. United Press Association. (Received 9.40 a.m.) Rome, March 29. The Cabinet has forbidden the publication of news regarding war p;epa rat ions.

A great National Congress in favor of redeeming Trieste and Trente by war included many Senators and Deputies. Colonel Garibaldi was wildly cheered.
When the speakers were departing, the ladies in theadjoining houses pelted them with flowers.
The crowd later broke the police cordon and surrounded the Austrian Embassy, shouting ‘Down with Austria.” The demonstrators paraded .the city for, hours.
CABLE FROM DR. DILLON.
London, March 29
Dr. Dillon, cabling from Rome, says the chief obstacle to the Balkan League is Bulgaria’s claim to the- Mona-stir-Kavalla line, which the Serbs and G reeks decline to relinquish. There .is no necessity for Italy to drop her neutrality ' while the snow lies deep in the mountain passes which her array must traverse if slie attacks Austria.
WILL DEFEND HER LIBERTIES.

The Italian press is widely asserting that Italy is determined to fight for a place in the sun, and will defend to 'the fullest her liberties, adding that ‘‘the country has not spent sixty millions in complete military preparations for nothing.”
