Herr Yon Richthofen told interviewers that Germany had promised to give 1 Macedonia to Bulgaria and thus paralyse Roumania. Germany would fight Russia to a standstill, throw a fresh million men into France in the Spring, and concentrate her. efforts to bring England to terms. The proposed peace arrangements with her' neighbours would give Germany the advantage of being able to attack England on equal footing. Von Richthofen thought the war would last another year, but no longer, as neither France nor Russia coukj/ stand a more protracted struggle/
BRITISH PRISONERS’ NEEDS.
IMPROVEMENTS EFFECTED IN THE GERMAN CAMP.
(Received 9.5 a.m.) London, March 28
The Press Bureau states that the American Embassy learns that Powell, a captain among the British prisoners at the camp at Ruhleben, and his assistants, have effected improvements regarding the quantity and quality of food, special committees having been appointed to superintend the health, recreation, and other departments.
