SIR JOHN FRENCH'S REPORT. ■■■ ■ ; GERMAN RESOURCES AT MAXIMUM. ALLIES CAN BREAK THE DEFENSIVE. United Press Association. (Received 2.25 p.xn.) London, March 24. The fourth instalment of Sir John French’s official review insists on the decisive character of the defeat of the German plans at Ypres. It was necessary for the French troops continually to reinforce the British in order to save Ypres. Whcli- Gheluvelt, Zadvoorde, Messines and Watskiacte were lost, the Allies crowded three hundred guns into a few kilometres, and the Germans suffered terrible losses, losing at Ypres sfline in 150,000. Over 40,000 German corpses were found on the field. The Allies achieved their main object, and the enemy was only able to send four and a-half army corps to the Eastern front put of fifty-two. Germany has reached her maximum power and exhausted her resources of men and officers, and her offensive has been broken, while the Allies possess considerable power in reinforcing their armies, which can break the German defensive by patient indefatigable preparation, ’
