IMPRISONMENT FOR FALSE PASSPORTS. United Press Association. New York, March 20. Richard Stealer, a German reservist, was sentenced to six months' gaol, and liis accomplices, Richard Madden and Custav Cook, to ten months', for conspiring to secure false passports whereby Stealer would he enabled,to leave the country. It was stated in court that a high official of the German Government, accredited by the United States and therefore immune from arrest, was really the guilty party, and these men only the catspaws. The official offered Stegler every facility for proceeding to England to act as a spy on the British fleet's movements. NEUTRALS' PROTEST AGAINST GERMAN BLOCKADE. (Received 9.5 a.m.) Washington, March 21. The Netherlands has communicated witli Mr Bryan informally outlining the protest which had been addressed to Britain and France, describing the embargo being placed on Neutrals' commerce by Germany as an unprecedented step.
