RUSSIAN PROGRESS REPORT. United Press Association. Petrograd, March 13. Official.—The Germans have assumed the offensive in the Seyny district. We annihilated parties which crossed the river south of Gorlitz, and also captured three companies of Austrians.

We carried Lupkow and Smolgik and the surrounding heights by a flank attack, capturing four guns, seven maxims, and 4000 prisoners. Cossacks exterminated three squadrons of Prussian Hussars at Niezwiska East Galicia.

Official: Fierce snowstorms occurred in the Carpathians and Galicia. The situation is unchanged. A sudden and inexplicable panic occurred on the night of the 18th among the Germans northward of Przasnysz and they retreated for four versts, abandoning quantises of rifles and ammunition.
