ALIENS IN ENGLAND. (Received 2 p.m.) London, March 3. "Mr Joynson Hicks (Union member for Middlesex) in the House of Commons, moved the desirableness of concentrating the administration of enemy subject and aliens into the hands of one Minister, who should be responsible to the House. Ho stated that there were seventy .thousand aliens in the country, twenty thousand being in London, of whom sixteen thousand were Of., military age. He complained that the treatment was too lenient, through the responsibility of internment being divided between the Home and War Offices. Lord Charles Beresford said it was a singular coincidence that ships which sailed, without proper escort were blown up by German submarines. It could not bo denied that the Formidable Was blown up, because her departure was known to spies. Mr Tennant said overy alien enemy was under, constant police surveillance, j and it was unnecessary to create a special department.
