The United States has informally forwarded proposals to Britain and Germany suggesting a basis of understanding regarding foodstuffs intended for German civilians) and as to tho German submarine warfare against Britain. Secrecy is maintained as to the nature of fclio proposals. President Wilson states, with regard to the Evelyn incident, he has been informed unofficially that the Captain did not allow a safe course. Hie Cabinet awaits details. The Allies Governments have informed Mr Bryan that Germany is not [meeting the cost of maintenance of 'prisoners, and have asked Mr Bryan Ito make representations to Berlin.
