FENDING OFF FAMINE. CENSUS AND STATE MONOPOLY SUGGESTED. Times and Sydney Sun Seevice. (Received 8 a.m.) London, February 17. Austria has ordered a census to be taken. Famine is increasing to an alarming extent in Austria, and a State monopoly is considered to be the only way of fending it off temporarily.
