'l'he Italian Ambassador at Berlin, in the friendliest spirit, has directed Germany's attention to the tides of international law governing the rights of neutrals, and has asked tor a clear declaration of Germany’s attitude. He declared that no act of war against • i ship was justifiable upon the mere presumption that neutral Hags were covering an enemy vessel.
