GERMANY’S WARFARE AGAINST MERCHANT SHIPPING.
United Press Association. London, February 14
Minister Carmen, of the State Department, is awaiting the terms of the Xote, in which Count Bernstoff offered the United States to relax the warfare against merchant shipping if Germany could be assured of a continuous food supply for her non-combatant population. The United States feels it impossible to give any undertaking.
