Stauffer, a Congregational pastor, formerly resident in the United States, and now in France, cabled to Mr Bryan (Secretary of State): —

“How much longer are you going to keep silent while non-com-batants are murdered and every principle of the Hague Convention is being violated? You have spoken eloquently of the Prince of Peace. You can serve Him now. Your silence surely gives the lie to your lectures and sermons. lam sure that I speak for a majority of the former United States residents now in France.”
