When the fight ing occurred at Vera Cruz Presiden Wilson was afraid to pursue the con flict, and took refuge under the Soutl American Republics' mediation, whiel, accomplished absolutely nothing. Senator Lodge thought it was too late now to adopt any policy in regard to Mexico, save military occupation, which every American deplored.
