Two years ago Baron Long, a German resident, tried to secure a concession whereby the Lenz Company, of Berlin, the official railway contractors for the German Government, were to construct a harbor at the Isle of Orleans, in the St. Lawrence river, near Quebec, for the HamburgAmerika liners. The Canadian Government coldly received the proposal, but nevertheless the Germans, who obtained property at the south end of the island, built aome'-heavy concrete work which was suitable for a base for heavy artillery.
