Senor Escobar, ex-War Minister of Paraguay, headed a revolution and interned the President after la fight between the police and the rebels; The Republic of Paraguay is governed under a constitution proclaimed in November, 1870, by a President, and Congress consisting of a Senate and a Chamber of Deputies, both selected by popular vote, and five Ministers of State chosen by the President. The president is elected for iour years, but the country is so subject to frequent revolutions that only three presidents since the foundation of the constitution have been allowed to complete the term of office.
