GERMANY'S REFUSAL TO RECOCNISE BELGIAN CONSULS.

It is stated that the Department is studying the law governing Citrmanys' alleged refusal to recognise foreign Consuls accredited to Belgium. But nothing official has yet been received, and until Germany makes formal no: ification, the "United >ti.tes does not propose to take any action.
