PROPOSAL TO PREVENT CARGOES FOR THE ENEMY.

The Manchester Guardian states that the United States Government has drafted a Bill providing for lines ind imprisonment of those violating neutrality. Hitherto they had been unable to prosecute American shipowners for sending coal and provisions to the German warships, while cargoes of otton destined for Germany were also found to contain copper and other contraband. Such violations rendered the United States liable to heavy damages -o Britain and the Allies. The Bill enables the Government to examine vessels leaving American ports and to iscertain that they only carry what the manifest states, thus largely disoensing with the present surveillance Sy the Allied warships.
