A loan of 125 million dollars , has been practically arranged by China as the outcome of Germany and Austria withdrawing from the five-power- loan under the Allies’ demand. The Sun states that owink to the better international financial situation Britain and the United States have agreed to terminate the conferences and leave American indebtedness in Britain to the parties concerned. THE RIGHT TO SEARCH ON THE HIGH SEAS. (Received 8.50 a.m.) Washington, December 16. Sir V. Spring-Rice announces that Britain will forego the right to search vessels from American ports if the masters satisfy consuls at the ports of departure concerning the character of the cargoes.
