In connection with the application of a captain who was seized on a C?ef man' steamer to demand expenses and. charges before handing over the cargo Ho the owners, the Registiai of <the Sh<preme Court* iniled that he was an alien, and an enemy, and had no right to sue. the house of~commons. (Received 1.20 p.m.) vu- London, November 12. The Premier (Mr Asquith), in the House of Commons, said it would be necessary to introduce a Bill to make regular the action of certain members of the Government in taking offices of profit by accepting commissions in the Army and Navy.
