TURKISH ENVOY TO THE EMIR OF AFGHANISTAN.

Advices from Berlin state that the Amir of Afghanistan gave an audience to an influential member of the Turkish Committee of Union and Progress, who was sent on a special mission as an envoy from Constantinople.
MORE KAISER REPORTS. Times and Sydney Sun Services. (Received 8 a.m.) London, October 28. It is reported that the Kaiser, who lias undertaken the leadership of the armies, is in good health and spirt's and is thoroughly enjoying the position of War Lord.
