OUTLOOK HOPEFUL.

Petrograd, October 18

Official.—The general outlook is hopeful. The Germans were compelled to retire from several important points on the 13th and 14th by incessant •bombardment. They sought ot throw pontoons across the Vistula at 18 different points, but were everywhere repulsed. In East Prussia the action has partaken of the nature of siege of the German position.

Fighting continues south of Przmeysl, where, after bayonet charges, the Russians captured 15 Austrian officers and over 1000 men.

EMERGENCY RELIEF BILL. Amsterdam, October 19. • The Vorwaerts states that the Russian Cabinet is submitting to the Diet an emergency Relief Bill demanding a credit of 75 million sterling, of which 20 millions is provisionally intended to assist in East Prussia, The Diet will discuss the 'questions of unemployment, and the employment of war prisoners.
