REPORTED CAPITULATION OF TSINC-TAO. (Received 2 p.m.) Pekin, October 18. The German Charge d| Affaires has received from Berlin a long cipher cable, which, it is believed, sanctions the capitulation of Tsing-tao under certain conditions. The Germans have initiated a violent anti-Japanese propaganda in Nowchang (a treaty port at the head of the Gulf of PechiU) with a view to causing hostility within Manchuria.
