Owing to incerasing proofs that Dutch merchants are endea\muring tv. evade neutrality, the Government is considering the advisability of proclaiming martial law in the chief commercial centres, to enable the business correspondence to bo censored. Tin Government declared martial, law <u the eastern frontier in order to exercise better control of the exports to Germany.
