fHE KING AND HIS PEOPLE.
Petrograd, September 18,
The King of Montenegro, in a proclamation to the people of AustriaHungary, states that
“Russia is bringing freedom and
the fulfilment of national aspirations. The Austro-Hungarian
Government for centuries has sown seeds of discord and of enmity. Only upon your differences could she es tahlish authority. Russia only strives that each of you may enjoy
our language and faith and become united to your brethren of hlooct. Hence you should regard tlio • Russians as the champions of your best ideals.”
