The King of Montenegro, in a proclamation to the people of AustriaHungary, states that

“Russia is bringing freedom and

the fulfilment of national aspirations. The Austro-Hungarian

Government for centuries has sown seeds of discord and of enmity. Only upon your differences could she es tahlish authority. Russia only strives that each of you may enjoy
