China’s Neutrality
A GERMAN PROTEST AND THE CHINESE REPLY. (Receivde 8.40 a.m.) New York, September 7. The Herald’s Pekin correspondent states that the German Minister protested to China against Japan’s participation in the war. China replied that Germany had first violated China’s neutrality hy fortifying Tsmgtao and threatening to fight China h opposed.
