OFFER FROM SOUTHERN STATES IN AMERICA. (Received 9. a.m.) Ottawa, September 2. The Government is considering the cancellation of German patents. The Canadian Militia Minister announces that a resident of a southern State in America lias offered to raise a regiment of a thousand for service with the Canadian contingent.

Sir Charles Spriug-Rice discussed with tho President the question of American neutrality. While not disputing the United States' right to purchase ships from belligerents, he expressed the opinion that Great Britain would consider the action with grave displeasure. ' ANOTHER MINE DISASTER.
