Japan, explaining the ultimatum sent to Germany, informed the State Department that Germany, since the beginning of hostilities, had been ■strengthening the fortifications at Kiao-chaoa, even enforcing the labor of Chinese coolies. The Japanese ultimatum expired without any answer from Germany through the State Department, the only medium whereby it could he sent.
