SHIPPINS REBATE SYSTEM.

At the conclusion of the Shipping Commission, Judge Alexander, the chairman, referred to the alleged action of the shipping company in demanding freight on uncarried goods, which was equivalent to blackmail. He warned the companies that th® Commission would report to the Governments of the Commonwealth and the Dominion' of the existence of a rebate svstem.
