IN THE WEST. [Bx Electbio Telegraph—Copyright] [United Pees« Association.] (Received 9.25 a.m.) Perth, July 2. The Governor opened Parliament. The Speech foreshadowed constitutional and land law reforms and the ( construction of six new railways. The Premier has introduced a Bill providing for a popular initiative and referendum. The Leader of the Opposition condemned as a waste of public money the State enterprises, which do not pay expenses. The Premier warmly claimed that they benefitted the public at large, as borrowing and spending had prevented financial chaos.
