He declares that there is plenty of stability in Chinese public life and finances. True, there was a shortage of money, due to unrest during the revolution causing the banks at the treaty porta to hoard fifteen millions. This was now gradually returning into circulation, and the outlook was very good. The operations of "White Wolf" were confined to a small area.
